In August the state moved to a system using tiers aimed at giving regions more flexibility. There are three levels between what was previously called phase 3 and phase 4. If key metrics of the coronavirus outbreak — such as test positivity, hospitalizations and available hospital capacity — get better or worse, a region can move forward or backward.
